This book is universally reviled by nearly all the 1Ls at my school (where Legislation is taught to first years). It's extremely long, boring, HUGE, and very difficult to get through, especially when you have to read large chunks at a time for class each week. There's comparatively few cases. The authors say in twenty words what they could easily express in two, and unless you REALLY need to know that senator Clair Engle was suffering a brain tumor when he voted for cloture during the passage of the Civil Rights Act, the authors go into way more detail than you will ever need as a 1L. The only good thing about this book is that it solved my insomnia problem - it puts me to sleep every time.

Greenawalt presents a very readable text that I recommend especially as a pre-law school read; offering breadth rather than depth covering the new legal process school superficially. Gives a good broad general forest view of the problems inherent in statutory interpretation, as seen in the current revival of textualism by Justice Scalia. Also discusses various notions of judicial restraint, the legislative process, sources of legislative history, the range of techniques of interpretation like Imaginative Reconstruction as espoused by Posner, Public Choice theory (Arrow's Theorem, manipulation of legislative history by both judges and legislature), democratic concepts of bicameralism clashing against authority usurping, use of textual and substantive canons, judicial deference to agency interpretation ... As a new law student, I was really intimidated by the Bluebook. But I gotta tell you, after getting the "The User's Guide to Bluebook" three months after law school, I am really starting to feel that I have been tricked out of my money. It is nothing more than 15 sheets stapled together and as one of the reviewers said before me "this book is truely for the bluebook clueless." If you have even the slightest clue of how to use the bluebook, forget this waste of money. But I have to admit, we did spend 15 minutes in class on it, so if you didn't get that much in class, then it might be a good idea.

As a political scientist, I approached this book with a view towards understanding the social impetus and political environment surrounding a particular court decision. This is an excellent book for such an endeavor. It is probably too superficial for a legal companion but in terms of understanding the issues involved in a case, it is pretty good. Further, the overviews also cite some of the more important precedents cited by the court in a given decison as well as those decisions or statutes overturned in a case. As an aside, it is interesting to see how decisions are made without the full court. Time and again you see the notation "Justices blank and blank not participating". John C. McKee
